摘要
农地流转是与农业现代化、要素市场化水平相适应的农业发展方式的转变和农业生产要素的重组过程.土地适度规模流转是农业现代化的基础和前提,我国正处于农业转型期,农户农地经营自主决策对劳动力、资金和技术等农业生产要素的配置以及农业现代化进程发挥着重大影响.在尊重和保护农民土地承包经营权前提下,发挥政策对农户农地流转决策的引导作用至关重要.结合对广西壮族自治区田东县农地流转的实地调研,在总结成效的基础上,深入剖析农地流转过程中存在的实际问题,并提出相应的对策建议.
Farmland transfer are elements and agricultural modernization,marketization level adapted to changing the way of agricultural development and the restructuring of agricultural production factors. Land moderate scale flow is the basis and premise of agricultural modernization,China is in the agricultural transition,farmers farmland autonomous decision- making for labor, capital and technology and other agricultural production elements configuration and agricultural modernization plays a significant impact. Under the precondition of respect for and protection of farmers＇ right to the contracted management of land,play to the policy of farmland changing decision- making is very important to guide farmers. Combination of tiandong county of guangxi zhuang autonomous region,farmland circulation field research,on the basis of summarizing the achievements,in- depth analysis of the problems existing in the process of farmland conversion, and puts forward corresponding countermeasures and Suggestions.
