摘要
青岛市政府购买行业协会商会的服务工作尚处在起步阶段,市、区县进展很不平衡。导致这种局面的原因是多方面的,既有政府部门认识与利益取向的制约,也有行业协会自身成熟度不足的因素,而政策法规滞后更是不可忽视的根源之一。推进政府向行业协会商会购买服务进程,需要政府职能部门转变思维模式,敢于放权;借鉴国内外经验,搞好顶层设计与重点领域突破相结合;建立政府向行业协会商会等社会组织授权和购买服务制度;依法推进各职能部门申报服务项目;实施行业协会商会能力提升工程。
The service purchase of Qingdao municipal government from industrial associations and chambers of commerce is in the start-up stage.The development among the districts and the cities is unbalanced.The reasons for the situation are various.They involve both the restriction of the cognition and benefit orientation of the governmental departments and the own immaturity of the industrial associations.And the delay of policies and regulations is especially one of the irrefutable origins.In order to promote the service purchase of the government from industrial associations and chambers of commerce,the governmental functional departments should take the following measures：change the thinking models and dare to decentralize,draw experience from home and abroad and combine top design with key fields breakthrough,establish the decentralization systems of the government to industrial associations and chambers of commerce and the service purchase systems,promote all the functional departments to report service programs according to the laws,and carry out the ability improvement projects for industrial associations and chambers of commerce.
