摘要
以制度经济学为理论视角,探讨了新中国成立以来农地产权制度的变迁对农民福祉产生的影响,并从维护农民的产权权益和增进农民福祉出发,构建了土地产权改革的框架体系图并阐明了相互之间的关系。得出结论:我国当前的农地产权制度改革应从确权、稳权、维权和放权4个角度出发,加强农民对土地的处置权,实现增进农民福祉的目标。
Applying the theory of institutional economics , the author explored the influences of changes in farmland property rights system since the founding of new China on the wellbeing of farmers , built a framework system diagram of land property rights reform proceeding from safeguarding farmers ’ property rights and interests and promoting their welfare , and clarified the mutual rela-tionships among them.In order to realize the goal of increasing farmers ’ wellbeing, the current reform of farmland property rights system in China should strengthen farmers ’rights of land disposal from the aspects of verification of right , stability of right, safe-guarding of right , and decentralization of right .
