摘要
在创新社会治理中,城市基层社会需要在自主治理、协作治理、引导治理和智慧治理这四种维度上进行创新。为形成完整的治理体系,应准确把握不同维度治理创新间的联系,通过划分主体职责、明确阶段重点、衔接整合维度三个方面逐步推进,进而在治理创新中形成合力,形成完整的基层社会治理制度。
To establish a new social governance system, we need make innovations on self-governance, cooperative-governance, guiding-governance and smart-governance at basic level of cities. In order to form a complete system, it is important to understand the links among these four kinds of governance by clarifying responsibilities, taking periodic actions and integrate different measures.
