摘要
江西省医疗卫生资源配置主要存在人力资源、物资资源、资金等方面配置失衡的问题。由于医疗卫生服务资源的优化配置不仅取决于市场决定性作用的发挥,更加涉及政府职能作用的发挥。因此,主要基于公共财政的视角分析导致江西省医疗卫生领域资源配置存在问题的原因,从建立城乡一体的医疗卫生服务制度、明确政府职能、建立规范的转移支付制度、因地制宜确定江西省医疗卫生规划等方面,实现江西省医疗卫生资源的均衡配置。
There is unbalanced allocation in human resources,material resources and capital in the medical and health resources allocation in Jiangxi province. The optimal allocation of health care resources not only depends on the decisive role of the market,but also involves the role-playing of the government＇s functions. Therefore,based on the perspective of public finance,the article mainly analyses the causes of the problems existing in health care resource allocation in Jiangxi province,and puts forward some suggestions to achieve the balanced allocation of health care resources,such as establishing integrated urban and rural medical and health services system,clearing the functions of the government,establishing a standardized transfer payment system,adjusting measures to local conditions to determine the health care plan in Jiangxi provincial,etc..
