摘要
我国美沙酮维持治疗门诊工作存在四类主要法律问题:美沙酮门诊执业准入不够规范,不完全符合法律规定的标准;门诊工作人员的劳动权益得不到切实保护;公安部门的强制隔离戒毒工作给美沙酮维持治疗带来负面影响;患者管理与医疗服务工作缺少对患者的心理干预。建议加强美沙酮门诊人力资源建设,有效提高人员配置率和业务技能;加强资金支持和劳动保障,保护门诊工作人员的权益;改革强制隔离戒毒制度,做好卫生行政、公安与司法行政部门工作协调;加强全国美沙酮维持治疗门诊患者的社会心理干预技能培训。
There are four main legal problems regarding methadone maintenance treatment clinic work in China. Methadone maintenance treatment clinics cannot meet the entry standards for such clinics and fail to comply with the legal requirements. Employees＇ rights of workers in such clinics cannot be fully protected. The compulsory drug rehabilitation work of the police has adverse effect on methadone maintenance treatment. Their lack psychological interventions for patients in the management of and medical services for patients in methadone maintenance clinics.Four suggestions are provided. It is needed to enhance the development of human resources in methadone maintenance treatment clinics and to improve the efficiency of staff distribution and skills of clinicians. To strengthen financial support and employment protection is crucial for ensuring the rights and interests of clinicians. Compulsory drug rehabilitation system should be reformed and sectors such as health administration,public security and judicial administration departments should introduce practical methods for effective collaboration. There is a need to enhance the training of social and psychological intervention skill for methadone maintenance treatment workers.
