摘要
近年来,国家通过减少行政干预、降低准入门槛、政府购买服务等方式支持社会组织发展,尤其注重推动公共服务类社会组织的成长,遵循的是以政社分离为原则的选择性支持的内在逻辑。加强社会组织建设,应从引导社会组织承接政府职能转移、满足公共服务需求的单向逻辑,转变为强化社会组织公众参与以实现政社关系有序互动的双向思维,使社会组织在提供服务的基础上积极探索民意整合和决策咨询功能的发挥,进而提高政府治理的民主化和科学化水平。
In recent years, China has promoted the development of social organizations by reducing the administrative intervention, open registration and the government purchases. It tends to encourage social organizations in the field of public service, which reflects the internal logic of selective supporting. In the future, the organizations should be guided to expand the public participation, and to integrate and reflect the public opinion, which can contribute to the improvement of governance.
