摘要
在分析和对比国外全科医师发展现状的基础上,分析我国全科医师制度发展面临的挑战主要有服务能力不足,健康守门人作用不明显,管理政策尚欠完善,信息协作渠道有待通畅等方面。探讨我国提升全科医师地位的可行策略,包括加强政策导向,将双向转诊纳入公立医疗机构绩效考评,适当限制和优化公立医疗机构结构,建立全科医师长效机制等措施。
Based on the analysis and comparison of development status of general practitioners between China and other countries,this paper analyzed the challenges of general physician system ：general physicians were lack of service capacity,the role of health gate-keeper was not obvious,management policies were not very perfect,information channels needed improving. The articles discussed the feasible strategy of enhancing the position of general practitioners,including strengthening policy guidance,involving the two-way referral into public sector performance evaluation,carrying out appropriate restrictions and optimizing the structure of public medical institutions,establishing long-term mechanism of general practitioner system and other measures.
