摘要
哥伦比亚找矿潜力巨大,拥有丰富矿产资源且大多开发利用程度较低。哥伦比亚的矿业管理体制具有拉美国家共同的特点,能源与其它矿产适用不用的法律,国家能源矿业公司甚至直接参与矿业管理,具有矿产资源民族主义的特点。本文阐述了哥伦比亚地质矿业管理体制、涉矿税费及环保方面要求,重点探讨了矿业企业赴该国开展矿业投资合作建议,提出贯彻互利双赢、重视投资方式、加强投资环境分析、创新矿业合作方式、注重环境保护与技术创新等建议,为我国矿业企业赴哥伦比亚投资矿业提供了一定的指导意义。
Colombia has great potentiality in mingingexploration. It has rich mineral resource but mostly with low utilization. Colombia＇s mining management system with a common characteristic of Latin American countries.Its energy and other mineral laws do not apply to the National Energy mining companies or even directly involved in mining management, with the characteristics of the mineral resource nationalism. This paper describes the Colombian geological mining management system, involved in mining taxes and environmental requirements, focusing on the mining companies to the country to carry out mining investment cooperation proposals put forward to implement mutual benefit and importance of investment, strengthening the investment climate analysis, innovative mining cooperation focus on environmental protection and technological innovation is recommended for our mining enterprises to invest in mining in Colombia provides some guidance.
