摘要
农村老龄化程度日趋严重和大量青壮年流入城市的双重背景,对农村现有的正式养老支持体系和非正式养老体系都提出了巨大的挑战,加剧了农村留守老人在经济供养、生活照料和精神慰藉等方面的问题。提高农村留守老人的生活质量,应坚持以居家为基础、社区为依托的农村"社区——家庭"养老模式,发挥机构养老的支撑引领作用,同时进一步完善农村社会保险和社会救助制度。并引进专业人才,提升服务质量。
Aging of the rural population is becoming increasingly serious and a large number of young adults move into the city,which challenge the existing formal and informal rural support system for the aged and exacerbate the problems of the rural left-behind elderly in terms of the economic support,life care and spiritual comfort. In order to improve the quality of life for the rural left-behind elderly,we should adhere to ‘community-family pension mode'which is home-based and community-dependent; let the pension institutions play the leading role; and at the same time,further improve the rural social insurance and social assistance system; introduce professional talents to improve the quality of pension service.
