摘要
进入新世纪后,宁夏扶贫开发进入攻坚阶段,扶贫工作的主体、条件、环境、标准、对象、内容、范围、规模、方式都发生了重大变化,在形式上呈现多元化趋势。必须立足区情、民情,研究新问题,破解新矛盾,并充分认识和把握广大人民群众的新要求新期待,把30多年来扶贫开发建设中创造、沉淀、积累的扶贫文化加以全面总结和归纳提炼,产生扶贫开发的新理论和新思路,使理论更好地为指导实践服务。
In the new century,Ningxia poverty alleviation and development has entered a crucial stage,the main body,the poverty alleviation work conditions,environment,standard,object,content,scope,scale,mode of major changes have taken place and show the trend of diversification in the form. Importance must be attached to the situation,the people,solution to new problems,getting rid of new contradictions,and fully understanding and grasping the new demands of the vast number of new expectations from the people. Poverty alleviation and development construction creation,precipitation and accumulated poverty culture within 30 years need to summarize and refine,thus the new theory and new ideas of poverty reduction will be produced to help theory serve for practice.
