摘要
随着社会结构的变迁,传统的警务模式已经不适应时代的发展需求。新时期服务型警务紧跟政府改革的步伐,是解决目前众多"警务模式失效"的有效途径。它不仅有现实的理论依据,也是实施其他警务的指导纲领;既具有其他警务模式的一般特性,也有其特殊的特征。新时期服务型警务模式是一个动态的系统过程。因此,在构建服务型警务中,需要转变警务观念、建立完善的公安组织结构、构建合理的警务运行机制等。
With the vicissitude of society, traditional policing model no longer meets the requirements of the development of the age. Service type policing closely follows the step of government reform. It is the effective way presently to solve the problem of the failure of other policing modes. It not only has the theoretical foundation but is the guiding principle of other policing modes. It not only has the general characteristics of other policing modes, but also has its idiographic features. This policing mode is a process of dynamic system. Therefore, in the building of the policing model, it is necessary to change the philosophy of policing service, construct excellent public security organization and policing operation mechanism, etc.
