＂XiWang 1st＂ultra-deepwater offshore drilling cylindrical reservoir offshore oil platform belongs to semi-submersible drilling platform in the highest level of technology and the operating capacity of the strongest leader in high-end products of the world.In this paper,based on the project,discussed the basic techniques and methods and the role of project planning and control in-depth,hoping to follow the proper sequence,so that the time of the project and resources were optimized in arrangement.
