摘要
作公众满意度调查是法治政府评估体系中的重要指标之一。课题组在我国53个较大的市的政务中心、信息公开场所及商贩聚集地等场所向市民发放《法治政府建设公众满意度调查问卷》,并对回收的5 300份有效问卷(每个城市选取100份问卷)进行分析。结果显示,53个被测评的较大的市公众满意度调查平均得分率仅为59.34%,有29个较大的市公众满意度调查得分未及格。总体而言,公众对政府在行政执法、信息公开、公众参与行政决策以及便民服务等方面的工作并不满意。因此,政府在加强法治政府制度建设的同时,应该本着以人为本的理念高度重视并着力提升法治政府建设的实际效果,提高公众对法治政府建设的满意度。
The public satisfaction is one of important indexes in the evaluation system of the rule of law government. We released questionnaires to the citizen in our country's 53 larger city, and the recovery of 5300 valid questionnaires were analyzed. Results show that the scoring rate of public satisfaction of these cities is only 59.34% on average. There are 29 larger cities whose public satisfaction scores did not pass the exam. In general, the public are not satisfied with the government in administrative law enforcement, information disclosure, public participation in administrative decision-making, convenient service and so on. Therefore, the government in strengthening the construction of government under the rule of law system, should be in line with the human-oriented idea attaching great importance to and improving the actual effect of the government under the rule of law construction, in order to improve public satisfaction with the rule of law government construction.
