摘要
在明确了林业地位的基础上,通过对我国森林资源现状和林业产值的基本状况分析,找出林业经济发展面临的问题,并提出了继续深化林业改革、加强森林培育与经营、坚守林地红线、进一步放开森林采伐限额制度、完善林业生态效益核算与补偿体系、调整林业产业结构、调动各方参与林业建设的积极性、拓宽林业产业融资渠道、增加中央财政林业贷款贴息预算规模和贴息率等建议。
On the basis of clear the position of forestry,through analysis of the current situation forest resources and basic situation of the of forestry output,the problem faced by the development of the forestry economy in China were found out.Suggestion were proposed,such as continuing deepen reform of forestry,strengthening forest cultivation and management,sticking to forest land red line,further releasing of the forest cutting quota system,perfecting the system of the forestry ecological benefit calculation and compensation,adjusting the structure of forestry industry,arousing the enthusiasm of the parties involved in forestry construction,broadening the financing channels,increasing of central finance budget scale on the loan with discounted interest rate to forestry industry and increasing the ratio of loan with discounted interest rate.
