摘要
通过分析昭鲁中心城市当前规划建设的基本进展和态势,认为当前昭鲁中心城市增长极作用显著、规划引领作用日益加强、建设实施步伐稳步加快、管理运营机制逐步完善。然而,在一体化体制机制、专项规划编制、产业支撑能力、人口集聚能力、资源环境承载能力等方面同时也存在了一些问题和挑战。对此,需要进一步加快推进鲁甸"撤县设区"工作,在顶层设计上实现昭鲁一体化建设有据可依、有章可循,通过昭鲁中心城市在规模拓展和质量提升相结合、城市建设和生态保护相结合、旧城改造和新区建设相协调、中心城市和周边乡镇相呼应的过程中,实现远期昭鲁"同城化发展"的宏伟目标。
By analyzing the basic progress and situation of plan and construction of＂Zhaoyang-Ludian＂central city in Zhaotong,I believe that its role as a central city has been strengthened and its function becomes significant.Its leading role in planning is also increasing at the same time.＂Zhaoyang-Ludian＂accelerates its pace steadily in construction and improves its management and operation system gradually.However,it also faces some problems and challenges in integration mechanism,special planning compilation,industry support capacity,population agglomeration ability and resource and environment carrying capacity.Therefore,works need to be done in adjustment of administrative division of Ludian,which can insure the construction of＂Zhaoyang-Ludian＂integration follow the rules and regulations.The grand long-term objective of＂Zhaoyang-Ludian＂urban integration development will be achieved by expanding the central city scale of＂Zhaoyang-Ludian＂,combining the scale expansion with quality enhancement,integrating the city construction with environment protection,coordinating the old city transformation with new city construction and developing the central city and surrounding villages and towns together.
