摘要
在分析主体功能区对土地利用要求和土地集约利用概念演进的基础上,分别探讨了主体功能区划条件下优先开发区域、重点开发区域、限制开发区域和禁止开发区域土地集约利用的内涵。其中,优化开发区域的土地集约利用主要表现为土地利用空间结构的优化,产业结构的升级,基础设施的改善和资源环境的约束;重点开发区域的土地集约利用主要表现为提高人口集聚程度,完善基础设施和生态环境的约束;限制开发区域的土地集约利用主要表现为加强水利设施建设、农业的规模化和产业化以及农村基础设施和公共服务设施的完善;禁止开发区域的土地集约利用主要是生态环境的保护。不同的主体功能区域,土地集约利用的内涵不同,对土地集约利用的评价也应建立相应的指标体系。
Based on the analysis of the relation of major function zone and the evolution of the concept of intensive land-use,the connotation of intensive land-use was discussed under the condition of the priority development areas,key development areas,restricted development areas and prohibited development areas. The intensive landuse of the priority development areas was shown as the spatial structure optimization of land use,the upgrading of industrial structure,the improvement of the infrastructure and the constraints of resources and environment. The intensive land-use of the key development areas need to increase the degree of population agglomeration, the completed infrastructural facilities and to be restrained by the ecological environment. The intensive land-use of restricted development areas should strengthen the construction of water conservancy facilities,increase the scale and industrialization of agriculture and improve the rural infrastructure and public service facilities. The intensive land-use of prohibited development areas lies in the ecological environmental protection. Because the connotation of different regional main function zones is unlike, corresponding indicator system is necessary to evaluate the intensive land-use of each main function zone.
