摘要
在政府服务性概念的基础上探讨中国政府服务性的发展阶段、形态、内容与性质问题,分别考察了"为人民服务"与公共服务两种形态的政府服务性的价值、理念、实现形式和特征;区分了政治本位的政府服务性与公众本位的政府服务性,以及这两种服务性对于政府服务实践的影响;指出从政治本位的政府服务性向公众本位的政府服务性转变体现了中国政府服务性的进化,因而具有积极的公共行政和政治意义。
Based on the concept of government＇s service, this paper discusses the development stage, form, content and nature of China government＇s service, investigates the value, idea, characteristics of two forms of government＇s service, serving the people and public service, and the prime method for materializing them, tells the politic-oriented government＇s service from public-oriented government＇s service and illustrates the impact of both government＇s services. this paper also points out that the change from politic-oriented government＇s service to public-oriented government＇s service suggests the progress of China government＇s service, which has a positive public administrative and political significance.
