摘要
从"伞式关系"的视角探讨"市场转型"中政府与老字号企业的关系,认为在市场转型过程中,尽管未来"全面深化改革"的目标和方向是市场或市场主体起决定性作用,政府主要充当"裁判员"的角色。但是,在"官本位"和属地经济体制下,政府与老字号企业的关系模式特征依然是原有的"庇护"与"被庇护"的伞式关系。这种关系是一种重要的资源配置方式,在一定程度上,可能比企业的市场开拓能力还重要。如何更科学地认识这种"伞式"关系,既要看到它的现实合理性,也要看到它的历史局限性,以便进一步优化各项社会资源的配置。地方政府与企业之间的这种"伞式"关系,是一个亟待认真研究和解决的重大问题,需要政府、老字号企业以及其他相关方面深入思考,探寻有价值的对策。
The relationship between the government and the time-honored enterprises in the process of ＇market transformation＇ has been discussed from the perspective of ＇umbrella-type relationship＇. The paper considers that in the process of market transformation, though it is the market or market entity that determines the future goals and orien- tation for comprehensively deepening the reform, the government mainly plays the role of ＇judge＇. However, under the economic system of ＇official standard＇ and regions, the relation mode between the government and the time-honored enterprises is still characterized with the original umbrella-type relationship as ＇protecting＇ and ＇being protected＇. This kind of relationship is an important method of resources allocation, and may be more important than the market de- velopment capability of the enterprises to some extent. It is necessary to know this kind of ＇umbrella-type＇ relation- ship more scientifically for both its real rationality and historic limitations, so as to further optimize the allocation of var- ious social resources. This kind of ＇umbrella-type＇ relationship between the local government and the enterprises is a major problem to be carefully studied and resolved, for which the government, the time-honored enterprises and other relevant parties are required to think thoroughly and seek valuable countermeasures.
