摘要
信访终结适用于诉求类信访。信访终结审查机关,应遵循以程序性审查为主、实体性审查为辅的原则。终结审查程序和责任追究方式构成了信访终结机制构建的主要内容。要实现信访法治化的目标,应当建立起有效的配套机制,包括律师代理信访制度、完善的公益组织以及社会福利和救助体系,同时还应处理好信访终结与信访人权益保护的关系。
authorities should comply with the principle of procedural review supplemented with substantive review. Review terminations procedures and accountability measures constitute the main content of the termination mechanism for public complaints. To achieve the goal of treating public complaints by law,effective supportive mechanisms should be established,which include attorneyship system,setups of commonweal organizations and social welfare and aid system,and complaint termination and the protection of complainants' rights should be well balanced.
