摘要
研究目的:系统分析东北三省农村土地规模经营的现状、特点、存在问题,并提出相应对策,为农村土地管理提供参考。研究方法:问卷调查法、统计分析法、区域比较法。研究结果:东北三省农村土地规模经营现状为分散经营仍是主要方式,土地规模化程度不高,但农户规模经营意愿较强;农业合作社初具规模,经营形式多样,但呈现出省际间发展不均衡的态势。主要特点为以尊重农民意愿发展新型农业合作化为主要形式;多部门资金和政策扶持、机械化引领为农村土地规模经营的主要推动力。主要问题是农村土地规模经营前提条件不充分、政府服务与管理不到位,农村土地规模经营的配套改革滞后等。研究结论:土地管理及相关部门在推进农村土地适度规模经营中不能急于求成,要依靠增加农业收益,差别化引导,充分发挥典型示范作用等多种途径推进;仍需要多样化的资金渠道扶持,创新性的用地政策和严格的用地监督与管理机制保障;更需要完善在劳动力转移、土地流转和宅基地闲置等相关方面的配套改革措施。
The purpose of this paper is to investigate the development trend and characteristics, problems and policy optimization of the Scale-up Management of Rural Land. Methods of questionnaires, statistical analysis, and regional comparison law were employed. Results indicate that the decentralized operation is still the main mode of operation, the size of the land is not high, but the willingness of farmers is a stronger, agricultural cooperatives are formed, the mode and form are diverse, but the inter-provincial development is uneven development; taking account of the willingness of farmers to develop new agricultural cooperatives, financial and policy support are the main features of the rural land management. It is conclude that land management and related government departments should moderate scale management of rural land by increasing agricultural income, differentiated guidance, and giving full play to the role of the typical model, They still need to diversify funding policy support, innovate land protection policy and strict supervision and management mechanism of land, it needs to pay attention more on improving the relevant measure in the transfer of labor, land, and the idle of the homestead, etc.
