摘要
研究目的:从利益相关者参与理论的视角,研究新一轮县级土地利用总体规划编制过程中主要利益相关者间的利益与权力关系问题。研究方法:在实证调查研究的基础上,通过对该规划编制过程进行回顾,运用利益相关者分析方法进行定性研究,辨识这一过程中的主要利益相关者,并对主要利益相关者之间关系和地位进行分析。研究结果:(1)此规划编制过程仍是一个由政府主导的自上而下的决策过程,且决策权愈加集中;(2)在专业规划人士助力下,该规划制度排斥其他利益相关者参与规划决策过程,规划决策中从系统上忽视了公众和媒体等受规划决策影响的其他利益和诉求。研究结论:今后应从制度上将主要利益相关者纳入县级土地利用总体规划编制过程,提高规划成果的合理性和公平性。
From the perspective of stakeholder participation, the article analyzes the interests and power relationships between stakeholders in the formulating process of general land use planning recently accomplished at county-level of China. The qualitative research was based on the method of stakeholder analysis. The relationship and roles of main stakeholder involved in the process were identified and analyzed. The result shows that both the formulating process and its power of decision-making were strongly controlled by the government. Meanwhile, the process systemically excluded other stakeholders＇ participation from the decision-making process, which was assisted by involved planners and experts, and actually resulted in the lack of interests who were affected by the process. The main stakeholders should be institutionally included in the formulating process to improve the rationality and equality of planning outputs.
