摘要
近年来,我国高校科研评价过于同一化和追求量化,部分管理制度也缺乏合理性,导致高校科研管理过程中问题与矛盾日益突出。文章详析了我国高校科研管理中制度、管理、人员各类问题的表征,力图从科研的本质出发,挖掘出诸多问题的根源,提出要按照科学研究的规律来从事科研、管理科研,"内外兼修,疏堵并重",政策引导激励和教师人格修炼相结合,改进科研管理与服务的方式,以此破解我国高校科研管理的困局,营造良好的科研环境。
In recent years, the scientific research evaluation in China' s higher education institutions overemphasizes the quantity and the evaluation standards are too convergent, all these bring about more and more problems and contradictions, scientific research management becoming increasingly tougher. This paper presents a detailed analysis of the dislocations in the system, management, personnel and so forth, and tries to find out the root of the problems from the point of the essential nature of scientific researches, proposes the principles of scientific researches and its management in accordance with the essential nature of its nature. The paper argues that policies should be made to provide incentive to the teaching staff and to improve the teaching staff' s overall internal cultivation, and that methods should be taken to improve management and service, all for the purpose to break the predicament of scientific research management and make a better environment for it.
