摘要
党的十八大以来,反腐败工作坚持"苍蝇"、"老虎"一起打,彰显党中央反腐败的决心。在重拳反腐的动作同时,更应致力于完善机制反腐,本文提出了反腐败四条"防线",即坚守道德底线、强化法律红线、厘清权力边线、坚持群众路线,以构筑起重自律、强他律、讲互律、受共律的"四律"型惩防机制,形成内外兼修、立体防控的多维化反腐倡廉体系。
Since the 18 th CPC National Congress,the anti-corruption campaign has been to crack down on both ＂tigers＂ and ＂flies＂,which demonstrates the determination of the Party Central Committee to fight corruption.In addition to the great efforts to combat corruption,improvements should also be made to the anti-corruption mechanism.The paper proposes four ＂lines of defense＂ in the anti-corruption campaign,i.e.sticking to the base line of morality,enhancing the legal bottom line,clarifying the sideline of power and adhering to the mass line,so as to build a punishment and prevention mechanism featuring ＂four regulations＂：highlighting selfregulation,strengthening regulation from other parties,laying stress on mutual regulation and accepting common regulation,and thereby create a multidimensional anti-corruption system where regulations come from both within and outside and prevention is carried out through multiple ways.
