摘要
生态基流涉及水文、地质、气候、水资源开发利用、生态环境保护和社会经济发展等多方面,然而迄今国内研究还较薄弱,与国外存在一定差距。从生态基的概念及内涵角度分析,国内外生态基流的差异性原因主要表现在概念本质来源、研究范围以及研究侧重点三个方面;从生态基流评价方法的角度分析,其差异性原因表现为研究条件的制约、概念与内涵识别不同以及研究目的差异。这些差异的存在,对我国国际河流水资源开发利用与保护等方面的具有深刻的影响。最后,针对国内外生态基流的差异性以及对我国国际河流开发利用的影响,提出了相应的建议。
The ecological base flow involves many aspects including hydrology,geology,climate,water resources development and utilization,ecological environment protection and socio-economic development.However,the researches on ecological base flow are still weak in China.The different concepts of ecological base flow at home and abroad may be caused by three aspects including the essential source of concepts,the scope and focus of research.As for the evaluation of ecological base flow,the limitation of research conditions,the difference of concepts and connotation identification and the difference of research purposes may lead to a gap between China and the other countries in the world.These differences may have impact on the development and protection of water resources in the international rivers of China.Finally,the corresponding suggestions are put forward according to these differences and influences.
