Robert Hart was British and worked as inspector-general of Customs in China; Li Hungchang was viceroy of Zhili. Both serving the Qing dynasty as high officials, they hoped to contribute to the modernization of China by working together. However, there were conflicts between them due to differences in nationality, position and age. Their relationship had a crucial bearing upon the major events in the late Qing period, and is worthy studying.
