摘要
为解决矿建设过程中机械设备安全评价指标体系的构建问题,根据煤矿机械安全管理中存在的主要问题,在参考有关煤矿法律、法规、规程以及现场多名专家意见的基础上,建立机械设备安全管理制度、操作人员管理、使用维修管理和风险控制管理4个单元和16项多级指标体系的评价并利用AHP法对各级指标的权重进行了确定,建立了矿建过程中机械设备管理的多级综合评价模型.通过对陕北某煤矿的评价研究表明,所选取的评价指标能够反映煤矿建设施工现场使用的机械设备的安全问题.
In order to reasonably select the safety management indicator system of mechanic machinery , process of coal mine construction, the four units of safety management of mechanic machinery, operator's management, management of utilization and maintenance and management of risk control, evaluation of multi-tier indicator system which includes 16 items is established, and the weight of the indicator of each tier is defined by means of Analytic Hierarchy Process(AHP), and multi-tier comprehensive evaluation model of mechanic machinery management in the process of mine construction is established, which is based on the major issues existing in the safety management of mechanic machinery and with reference to relevant laws, regulations and procedures related to coal mining, and opinions of a couple of field specialists. The evaluation research on a coal mine in northern Shaanxi indicates that the chosen indicators are qualified to reflect the safety issues of mechanic machinery employed on the site of coal mine construction.
