摘要
政府职能转变是行政体制改革的核心,政府职能转变的客观需求迫切需要政策制定和执行过程与时俱进。当前国内外有诸多政策过程理论或方法指导公共政策以影响政府行为,然而,这些理论应用性本身具有局限,同时在运用理论或方法的过程中经常受到私人利益、公民参与度、公共性因素的束缚,严重障碍了政策过程的顺利实现,解决这些问题需要政策过程理论再创新、扫除利益障碍、构建政策共同体、全面推行政策过程民主化以及积极重塑公共政策公共性,从而实现政策的科学性和推动政府职能的真正转型。
Functional transformation of government is the core of the reform of administrative system, which requires the change of policy formulation and its implementation process. The current policy process theories or methods have an impact on government behavior; however, they are signifi cantly infl uenced by some factors such as personal interests, citizen participation, etc. The paper argues that the problems can be addressed by innovation of theory, elimination of interests and establishment of policy community, etc.
