摘要 应急资源的调配是应急指挥工作的重要环节,其直接影响到应急处置的效率和效果。在分析重大海上溢油事故应急配置特点和应急资源需求特点的基础上,论证了扁平化理论在重大海上溢油应急资源调配中的适用性,从而基于扁平化理论构建了重大海上溢油应急资源调配模式,为制定海上重大溢油应急决策提供技术支撑。 The emergency resources deployment is an key part of emergency response, and it direct impacts on the efficiency and effectiveness of emergency response. This paper analyzes the characters of major marine oil spill emergency resources and characters of emergency resources demand, on the basis, it demonstrates the applicability of the flattening theory in major marine oil spill emergency resource allocation. Based on the flattening management theory, it builds the major oil spill emergency resource deployment mode, in order to provide technical supports for the major marine oil spill emergency decisions.
