摘要
从农民工融入城市的视角,通过文献资料法和定性方法分析大城市周边地区农村土地特征,强调农村土地资产化对农民工融入城市的意义,在此基础上探析农村土地资产化管理中农村土地资产确权难度大、农村土地流转不规范和农村土地抵押贷款难以实现等问题,并通过"引导式"确定农村土地权属、建立农户信用担保体系进而规范农村土地流转市场,以提高大城市周边地区农村土地资产化管理水平,解决存在的问题,为政府提供政策建议。
From the view of migrant workers into the city, characteristics of the rural land in peripheral areas of metropolitan regions were analyzed through literature material method and qualitative method,the significance of rural land capitalization for migrant workers into the city was emphasized, on this basis the problems in management of rural land assets, such as the rural land ownership difficult to define, rural land circulation not standard and rural land mortgage difficult to achieve were analyzed, through ＂guide type＂ determined rural land ownership, established farmers credit guarantees system and regulated rural land circulation market, in order to increase the level of management of rural land assets in peripheral areas of metropolitan regions, solve the problems of the rural land management, and provide policy recommendations for the government.
