摘要
研究了中控调度岗位的主要危害因素与原因,提出了风险控制措施,首次对油气管道远程操作与控制的中控调度进行了岗位因素辨识。针对油气管道中控调度岗位特点,介绍了远程控制的优势,从计划方案、调度命令、交接班等方面分析了中控调度工作中存在的主要危害因素,结合电网调度和油气管道风险管理,提出了产生危害因素的主要原因。通过分析研究,给出了中控调度工作风险控制措施,强调了安全意识、风险识别、交接班等方面的重要性。通过定性分析风险防范措施,为油气管道中控调度工作提供了较好的风险预控体系,对今后管道中控调度工作风险预警及事故处理提供了有效参考。
This paper presents the post identification of the central control for remote operation and control of oil and gas pipeline for the first time, through analyzing main hazards and their causes, and finally proposes the risk control measures. Firstly, advantages of remote control are introduced in line with the features of the central control post. Then, main hazards in central control are analyzed from many aspects, including working plan, dispatching command, and duty shifting; combining the power grid dispatching and pipeline risk management, key causes for such hazards are defined. Through the analysis, relevant risk control measures are given, and the importance of safety awareness, risk identification and duty shifting are emphasized. After the qualitative analysis of risk prevention measures, an effective risk prevention ＆ control system is provided for central control of oil and gas pipeline, contributing to the risk warning and accident treatment in the future central control of pipeline.
