After World War II, the issue of negotiating with Japan was discussed by the Allies. But while the U.S.A and Soviet Union broke into the Cold War due to their dealing with post-war European problems, they soon also had contradictions and conflict in regards to the Peace Treaties with Japan. The United States negotiated with Japan on its own and dominated the negotiations as the United States was the sole foreign occupier in Japan. Although the Soviet Union lost domination in regards to issue with Japan, it strongly supported the United Nations Security Council veto power, which was established during World War II to seek "comprehensive peace" in Japan so that it can move towards democracy, neutrality, and avoid Japan having U.S military bases and becoming a vassal of the United States. However, the Soviet Union failed to stop the Peace Treaty with Japan proposed by the U.S.A and Britain. Although the Soviet Union attend the Peace Conference in San Francisco, it didn't sign the Treaty of Peace with Japan, the Soviet Union eventually left the conference and many issues were left unresolved between the Soviet Union and Japan after World War II.
