摘要
在建立有中国特色社会主义市场经济体制的同时,我国的行政管理体制基本上保留原先经济经济时期的模式,不能适应市场经济体制和城镇化发展机制变化的要求.基于全球经济一体化背景下城镇化与城市规划、土地利用制度的关系,分析我国过去三十年城镇化加速发展过程中的问题.空间非均衡发展的城镇化模式带来城镇发展要素的结构失衡,不利于城镇的可持续发展.益阳新型城镇化的推进需要对管理体制进行整体设计,建立与当前市场经济体制和城镇发展机制相适应的管理体制.
Since the transformation from the planned economy to the market-oriented economy the administrative system in urban China inherited from the planning economy remains untouched, which does not match the market-oriented economy and the development mechanism. The analysis of the relationship between urbanization and the urban planning and the land use system in China's Mainland in the context of globalization reveals some issues relating to urbanization in the past three decades. The spatially unbalanced urbanization in Yiyang resulted in structurally unsustainable development. In order to achieve a new mode of urbanization lessons it must be learned from the past to strategically transform the government system of Yiyang which must well match the market-oriented economy.
