摘要
安全文明措施费是改善安全生产条件和作业环境所需要的费用,是建筑工程安全文明施工的保障。但是专家学者们对其具体如何使用的实证研究较少。以行业安全检查标准中安全文明措施费的各检查分项为使用清单蓝本,结合现场管理人员、现场工人以及周边居民进行现场调查问卷。根据问卷调查得到的数据以及安全检查标准中的各分项的分值进行综合分析,得出各分项的使用权重值,并运用ABC分类法对使用权重进行分析。得出了如下结论:高处作业、文明施工以及施工用电等项目应作为重点清单考虑,塔式起重机与起重吊装项目作为次要清单考虑,施工机具项目作为一般清单考虑。
Safety security and civilization measures expenses is the cost of improvement of conditions of safety and the working environment, also is the guaran- tee of the safe and civilized construction. But the study on the how to use it is rare. Therefore it reference item each inspection standard for safety inspection of construction industry, as the using list of safety security and civihzation measures expenses. And then conducted a questionnaire survey on management per- sonnel ,worker on site and the surrounding residents. After the comprehensive analysis of the obtained questionnaire data and the score of each item in safety inspection of the standard, this paper deduced the reasonable weight of using list of safety security and civilization measures expenses. And using the method of Activity Based Classification to analyze the reasonable weight, conducted that high altitude operation, the construction of civilization and the construction of electricity and other items should be considered as a key list, tower crane and hoisting as a secondary listing, construction equipment as a general list.
