摘要
由于多种因素的影响,教育改革政策在执行的过程中会受到各种阻碍,其中两个重要的因素是政策的执行主体对政策的引导,以及政策执行客体的态度。布朗案的执行过程深刻体现了这两个因素对合校政策的阻碍。因此,减少教育改革政策执行的阻力,不仅要在制定教育政策的过程中充分考虑社会的历史文化习俗,同时加强宣传与普及,消除民众心中对相关问题的误解与偏见,而且还要敦促当地各级领导者认同并切实执行相关政策。
Because of many reasons,the educational reform policies may meet with allkinds of obstacles during implication. Among them,two important reasons are the subject'sguidance to the policy,and the attitude of the object to the implication of the policy. The ex-ecution of Brown Decision profoundly reflected the two reasons' impede to the integrationpolicy. So in order to reduce the resistance when executing educational reform policy,wenot only need to consider the custom in history and culture,highlight its popularity,elimi-nate ordinary people's misunderstanding and prejudice,but also need to urge the localleaders recognize and implement the relevant policies.
