摘要
当今世界,智库已成为影响政府决策、推动社会发展的重要力量,成为国家“软实力”的重要组成部分.面对复杂多变的决策环境,为了提高决策的科学性,更多的政府机构选择“借脑”的方式,力求决策的专业化,提高决策的科学性.作为知识生产、传播和转化的重地,高校具有学科齐全、人才密集等优势,这些优势成为高校智库快速发展的有利条件.新型高校智库建设,应重点把握国家战略需求这一根本出发点,把握高校优势这一立足点,把握机制创新这一着力点,把握在“高原”上建造“高峰”的发展思路,着力解决人才缺乏、成果转化、品牌打造等方面的重点、难点问题.
In contemporary world,the think tank has become an important power that exerts impact on government decision-making and promotes social development.It is also a significant part of the na-tional soft power.Accompanied by the complexity of decision-making environment and the require-ment of scientific decision-making,more government agencies choose to borrow the brain to realize specialization and high efficiency of decision-making.As the powerhouse of knowledge production, dissemination and conversion,the university has advantages in the complete discipline and talent-in-tensive,and the rapid development of think tanks in universities is becoming possible and a must.To build university think tanks with Chinese characteristics primarily requires several important grasps. The first is the grasp of the national strategic needs as the starting point.The second is the grasp of the advantages of colleges as an important premise.The third is realizing the innovation of system and mechanism as the key point.And the fourth is the development ideas of building peak on the Plateau. It is also necessary to address the important and difficult issues of the think tank in terms of talents congregation,achievement conversion and brand building.
