摘要
基于对蒙城县和砀山县的调研就两县的新型农业经营体系的发展状况、存在问题及加快发展对策展开分析和探讨。通过对蒙城县和砀山县新型农业经营体系发展的比较分析,认为砀山县在新型农业经营体系的发展上要优于蒙城县,且皖北地区新型农业经营体系发展迅猛,并在逐步改进与完善。但两县在发展的过程中也存在着农业经营主体经营规模不大、高技术人员不足、奖扶政策落实性不强、小规模组织融资困难、龙头企业组织纽带松、经营主体之间利益联系机制不健全、品牌意识不够强等问题,对此,提出培养新型农民、立足特色产业、加大政府支持力度、完善金融体系、创新土地流转制度等对策,以推动新型农业经营体系的构建。
Based on investigation of Mengcheng County and Dangshan County, the study analyzes and discusses the new type of agricultural management system in Mengcheng County and Dangshan County in terms of their present development situation, existing problems and the de- velopment strategy. By putting the two counties compared with each other, the present research concludes that Dangshan is superior to Mengcheng in terms of its development of new agricultural management system while new agricultural management system is developing rapidly and improving gradually in North Anhui. But alongside with it also exists such problems as small scale operation, specialization shortage, weak award policy, financing difficulty of small groups, loose connections of the leading companies, inadequate interest system between the enterpri- ses, insufficient brand awareness and so on. The present paper winds up with proposing such strategies as cultivating new farmers, developing characteristic industry, enhancing the support from the government, perfecting the financial system, innovating institution of land circulation, so as to promote construction of new type of agricultural management system.
