摘要
构建农业社会化服务体系是农村改革的重点内容之一,也是发展中国特色现代农业的重要途径。农户是农业社会化服务体系的主要服务对象,以服务农户为主对构建社会化服务体系提出了相应要求。根据这一要求,当前急需发展集体土地股份合作制组织、土地托管服务组织、农户合作购销组织、"粮食银行"、农户合作金融组织等五类农业社会化服务组织。完善农业社会化服务体系,应推动农民合作社联合组织成长,通盘考虑农村金融发展框架,推动财政支农体系和农业社会化服务体系有机融合。
Construction of agricultural social service system is one of the key elements of reform in rural areas, but also an important way to modernize the agriculture with Chinese characteristics. Agricultural social service system takes farmers as the main target, which puts forward the corresponding requirements for the system. In accordance with this requirement, the current urgent need of reform is to develop collective land stock cooperative organizations; land trusts service organizations, farmer cooperative purchasing organization, ＂food bank＂, and farmer cooperative financial organizations. Improving the agricultural social service system should do three things： advancing the growth of farmers~ cooperatives, constructing the financial framework for rural development, and putting forward the organic integration of the financial support system for agriculture with the agricultural social service system.
