摘要
R&D的有效性会显著影响到社会科技发展水平、技术创新能力以及经济发展的可持续性。对皖江城市带9城市进行DEA分析,得出合肥、芜湖、马鞍山和六安为DEA有效,铜陵、安庆、滁州、池州和宣城为DEA无效。对于DEA无效地区,研发人员和研发经费组合不合理、管理机制不健全限制了产出效率的提高。优化配置研发资源、制定科学合理的科技政策是解决这一问题的关键。
The effectiveness of research and development makes obviously influence on the science and technology devel- opment level in the .society, the capability in the technical innovation and the sustainability of economic development. It is indicated in the analysis of nine cities in the Waniiang City Belt by use of DEA that the four cities, Hefei, Wuhu, Maanshan and Lu An, are all valid to DEA while the other five, Tongling, Anqing, Chuzhou, Chizhou and Xuancheng, are all inva- lid. As to the latter, the less rational combination of R＆D personnel and expenditure, and the less perfect mechanism of management lead to the restriction to the output efficiency. Hence the key to those issues is the optimal configuration of R＆D resources and the establishment of scientific and reasonable policies.
