摘要
为了规范湖北省国家湿地公园建设,实现国家湿地公园科学有效的管理,根据湖北省国家湿地公园建设管理现状,采用专家咨询法、频度分析法和层次分析法等方法,建立了包括湿地生态系统、湿地资源、湿地环境、湿地价值、管理基础、建设情况和附加分7类24个评估指标组成的湖北省国家湿地公园评估标准体系,并给出了每个因子的权重、赋值范围以及具体的定量化评估方法。运用该评估体系,对湖北省大九湖国家湿地公园和漳河国家湿地公园进行了试评估。结果表明,该评估体系能够科学地反映湖北省国家湿地公园建设与管理中的不足,区分国家湿地公园的层次与建设情况,可以用来指导湖北省国家湿地公园的规范建设。
To ensure the orderly and healthy development of national wetland parks in Hubei Province,this paper puts forward an evaluation standard system according to the construction and management status.This evaluation standard system includes 7 items such as wetland ecosystem,wetland resources,wetland environment quality,wetland value,management foundation,infrastructure construction and additional scores,as well as 24 factors.Each factor has different weight,scoring range and concrete quantitative assessment methods.The weighting of the indicators is determined by Delphi method,which is a process of frequency analysis and analytical hierarchy.In the end,Dajiuhu and Zhanghe national wetland parks were taken as case studies for the evaluation standard system proposed in the paper.The result showed that this evaluation standard system could reflect the problems existing in the development and management of national wetland parks in Hubei Province scientifically and provide guidance for national wetland parks construction efficiently.
