摘要
中国石油天然气集团公司高度重视科技发展规划编制工作,基本形成了成熟的编制方法。该方法以公司科技发展理念为基础,引入国内外科技管理新思路与新方法,确定了规划编制原则及流程,形成了以"业务需求技术筛选—在研技术滚动发展评估分析—行业先进技术对比分析"为核心的技术优选体系,实施顶层设计,使科技发展规划编制工作逐步实现科学化、标准化,有效提高了规划的可执行性、可考核性。
China National Petroleum Corporation has attached great importance to formulation of its science and technology development plan and developed its own mature methods for formulation. Based on the company＇s technological development conceptions, those methods introduce domestic and foreign new mindsets and methods for technological management with the principles and process for formulation determined. As a result, a technological selection and optimization system has been developed, which is focused on ＂selection of technology to satisfy business demand, evaluation and analysis of technological in research and development process, and comparison of technology with the latest industrial development.＂ Designed at the top level, formulation of the science and technology development plan has been gradually brought under standardization so that the plan can be effectively executed and examined.
