摘要
近年来,权力清单制度快速进入公众的视野,这是我国在社会主义市场经济实践中,推进政府更好治理和充分发挥市场在资源配置中起决定性作用的突出体现。在我国全面深化改革的背景下,本文以实施更有效的规划管理为核心,对当前城乡规划管理体制进行反思,提出城乡规划学科的综合性与城乡规划管理的有限性相混淆的问题,尝试在公权内部、公权与私权之间明确事权关系,提出分层次、分部门列出城乡规划权力的清单,实现有限而规范的管理机制,应该成为城乡规划管理体制改革的方向。
The ＂power list＂ system, which has attracted enormous public attention in recent years, plays a decisive role in improving the quality of the governance while ensuring the dominant position of the market in the process of allocating resources in the context of the Socialist Market Economy in China. In the background of China comprehensively deepening reforms, this study focuses on developing a more efficient planning management mechanism. Besides, in consideration of the current urban-rural planning system, it points out the issues regarding the confusion between the comprehensiveness of the urban-rural planning discipline and the insufficiency of urban-rural planning management. It further suggests that the urban-rural planning management mechanism reform should aim at differentiating the power relation between the public rights and that between the public and private rights, releasing hierarchical power lists for urban-rural planning, in order to achieve a standardized and limited management mechanism.
