政府购买中小学教师远程继续教育服务的模式—以广州市为例 被引量:5

Model of the Government Purchasing Education Service to Implement Distance Training for Primary and Secondary School Teachers' Continuing Education: Taking Guangzhou as an Example

摘要 广州市政府在购买中小学教师远程继续教育服务过程中,初步形成了具有广州特色的"一主多元、两步实施"模式和相应的组织、制度、操作、监管等方面的运行机制,但也存在一些影响服务质量和效益的问题,需要采取相应措施逐步形成:以教育中介组织为主的多元购买客体模式,以政府出资为主的多元资金筹集模式,以独立关系竞争性购买(契约化购买)为主的多元购买模式,以第三方实施为主的多元评价模式等。 The Guangzhou government has purchased the education service to implement distance training for primary and secondary school teachers’ continuing education, and has preliminarily formed the Guangzhou characteristics: “a main multivariate, two step implementation” model and the corresponding organizational, institutional, operational and regulatory operating mechanism. But there also exist some problems, affecting service quality and efficency. So we need to take appropriate measures to gradually form the multiple purchase object model centered around education intermediary organizations, the diversified fund-raising mode centered around the government funding, the multiple purchase model centered around an independent relationship between competitive purchase patterns, and the multivariate evaluation model centered around third-party performance evaluation.
