摘要
目的了解城市社区卫生服务机构基本公共卫生服务提供的影响因素,为下一步完善绩效考核标准提供参考依据。方法采用目的抽样法,从同一行政区域内卫生资源类似的社区卫生服务机构中抽取10名访谈对象,其中北京市社区卫生服务中心主任7人、社区卫生服务管理中心管理人员3人。于2013年7—9月采用电话访谈方法收集信息,访谈持续约20 min。使用内容分析法分析访谈材料。结果卫生资源相似的社区卫生服务机构,在提供基本公共卫生服务过程中引起质量差异的主要影响因素包括环境地域不同、服务人群情况与服务需求不同、机构重视程度不同、服务能力不同、服务提供方式不同、考核机构因素及绩效工资差别不大等。结论环境地域、服务人群情况与服务需求、机构重视程度、服务能力及服务提供方式等是城市社区卫生服务机构基本公共卫生服务提供的影响因素;从加大培训力度、增加专业人员数、规范服务流程、加大宣传力度、增加经费支持等多方面进行改善是提高社区基本公共卫生服务质量的重要手段。
Objective To explore influencing factors of basic public health services provided by urban community service facilities and supply some advices for policy- making in drawing up performance assessment.Methods Target sampling method was used to choose 10 people from health service facilities with similar health resources in the same administrative region as the interview targets including 7 directors in the Beijing community health service center and 3 administrative staff in the management center.The information was collected by telephone interview method from July 2013 until September 2013（ each interview lasted 20 minutes or so） and analyzed by content analysis method.Results The influencing factors of basic public health services delivered included the environmental and geographical difference,the different service groups and service demands,recognition degree of the authority,the diversity of service capabilities and service delivering pattern,the assessment system and little difference of performance reward.Conclusion Environmental region,service group and service demand,the recognition degree of authority,service capacity and service pattern and so on are the main influencing factors; enlarging training,increasing the number of professional staff,standardizing service process,strengthening propaganda and improving funding support and so on are important means to strengthen the community＇s basic public health service quality.
