摘要
安庆市农村公共产品供给现状的调查及分析表明,安庆市农村公共产品供给存在基础设施供给质量较低、农村义务教育设施落后、师资力量薄弱以及科技推广工作落实不到位等问题。应通过改革财政支农支出机制和财政转移支付制度,增强地方政府对农村公共产品的供给能力;积极探索多元化的农村公共产品供给筹资渠道,以实现农村公共产品供给制度创新。
T hrough the investigation and analysis of status quo of the supply of rural public goods in Anqing City ,it is found that some problems still exist in this respect including poor quality of infra‐structure supply ,weak teaching resources ,backward conditions for compulsory education in the rural area ,and imperfect spreading of scientific and technological achievements .It is pointed out that the fi‐nancial expenditure mechanism for supporting agriculture and the financial transfer payment system should be innovated to improve the supplying capacity of local government on the rural public goods . Besides ,the diversified financing channels for the supply of rural public goods should be explored to bring forth new ideas for the supplying system of rural public goods .
