摘要
农村养老保险制度是我国社会养老保障体系的重要组成部分,是农村居民老有所养的重要保证。从新老农保并轨、新农保基金管理、农民参保的角度分析了我国新农保的发展现状,归纳了以下主要存在的问题:法律和监督手段的缺失、基金保值增值难、农民认知存在偏差、政府宣传不到位和缺乏合理的激励机制。并针对实际情况,从完善法律法规、健全监督机制、加强基金管理、扩大政府宣传和构建政府激励机制等角度提出了一些解决问题的具体措施。
Rural endowment insurance system is an important constituent part of Chinese social pension insurance system , and it is also the vital guarantee of rural elders ＇life.This article focuses on the researches of the merger of new rural endowment insur -ance and old rural pension insurance , the fund management of new rural endowment insurance , and the participation of farmers in the insurance , and analyzes the developmental status of new rural endowment insurance in China .The existent main problems in the implementation process of Chinese new rural endowment insurance policy are concluded as follows ：the lack of laws and supervisory means, the difficulty in preserving or increasing the value of the fund , the bias of farmers’ cognition, the incompletion of the gov-ernment＇s propaganda , and the short of reasonable incentive mechanism .Aiming at the actual situations , we raise some specific so-lutions for the existent problems from the following aspects： perfecting the laws and regulations , improving the supervisory mecha-nism, strengthening the fund management , enlarging the government＇s propaganda , and constructing the government＇s incentive mechanism.
