摘要 通过对长江上游干流区奉节段及县境内涉及主要河流的相关水文资料的调查,并对水功能区水质水量同步监测、入河排污口和支流口统计调查,分析计算水功能区水域纳污能力,确定各类型水功能区的限制排污总量,并根据区县水功能区达标需求与控制合理性分析,确定各流域2015年、2020年水功能区达标分解目标,确定水功能区污染物限制排放总量,提出重要江河湖泊水功能区2015年、2020年限制排污总量意见、保护对策措施与建议。为长江上游干流区以及奉节县水资源保护规划和监督管理提供科学依据,为水域的开发利用和保护管理提供科学依据,以实现水资源的可持续利用。 based on the upper Yangtze river area fengjie segment and the county territory, involved in the investigation of major rivers related hydrological data, water quality in water function areas and the water outlet of synchronous monitoring, into the river and its tributaries mouth statistical investigation, analysis and calculation of water function area water environmental carrying cap a city, and determine the limit pol- lution total amount of each type of water function area, and according to the county water function area standard requirements and control the rationality analysis, determine the river basin in 2015, 2020, de- composition of water function area to amount to mark targets, determine the total water pollutant emis- sions limits, put forward the important rivers and lakes water function area in 2015, 2020 limit pollution gross opinion, protection countermeasures and Suggestions. For the upper Yangtze river area and FengJie County water conservation supervision and administration of planning and provide scientific basis, for the waters will provide a scientific basis for the utilization and protection of management, in order to realize the sustainable utilization of water resources.
