摘要
湖南村镇银行自2008年开始组建以来,探索出了"湘乡模式"、"湘西模式"和"沪农商模式"三种基本模式。不仅赢得村镇银行自身的健康发展,也为支农支小、支持地方经济发展做出了重要贡献,成为湖南农村金融领域的一支"奇葩"。但是,村镇银行在发起行作用、业务拓展、政策支持、结算服务、风险防控和法制保障等方面,仍然存在较多的问题。为此,我们必须明确村镇银行的建设目标,矫正村镇银行的发展定位,进一步完善村镇银行的配套措施。
The three basic modes of ＂Xiangxiang mode＂, ＂western Hunan mode＂ and ＂Shanghai agricultural business mode＂ have been explored since the establishment of Hunan provincial village banks in 2008. Healthy development and important contributions to supporting agriculture, minor enterprises and local economy made Hunan provincial village banks become a ＂miracle＂ in the financial field of the provincial rural areas. However, there still exist many problems in such aspects as the function of initiating banks, business expansion, policy support, settlement service, risk control and legal safeguard. Therefore, we should know the construction goal of village banks and rectify their development position to further perfect the supporting measures.
