摘要
通过对经济欠发达的张家口地区近郊和远郊农户宅基地流转意愿的抽样调查,采用统计分析法和Logit分析法,探讨了近郊和远郊农户宅基地流转方式和流转意愿影响因素的地域差异,为农村宅基地流转政策的改革提供依据。研究结果表明:①宅基地流转方式在近郊地区以出售和国家征收为主,在远郊地区以出租为主;②在流转意愿的影响因素方面,远郊与户主的受教育年限、家庭支出、社会保障以及房屋数量呈现正相关关系,与职业负相关;近郊地区与受教育年限、家庭支出以及房屋数量正相关,与家庭人数、职业类型以及治安状况负相关,与远郊相比,近郊剔除了社会保障方面的影响,增加了社会治安和家庭人口数量的影响。
We conducted a survey of willingness for homestead transfer in suburbs and exurbs of a less developed area, Zhangjiakou city, Hebei. Regional differences in influencing factors are explored using statistical analysis and logit methods to provide some evidence for reform of rural land transfer policy. The results show that the most common method of homestead transfer in suburban regions is via selling and expropriation, and renting in exurbs. We found a positive correlation between willingness and the number of years of education, family expenditure, social security and housing in suburbs. However, there is a negative relationship between willingness and jobs in suburban regions. In the exurbs, positive factors include years of education, family expenses and the number of houses, while family size, occupation and the security situation are negative factors. Compared with exurbs, suburban regions eliminate the effect of social security and are increasingly influenced by public security and the population of households. Therefore, we must continue to strengthen the management work of rural land according to specific characteristics in different regions. There are multiple ways to establish a rural homestead market system gradually to complete the allocation of resources to optimize the homestead. We suggest improving the level of education in rural areas to change farmers＇ traditional concepts; improving the social security system in rural areas; encouraging the development of township enterprises to broaden sources of farmers＇ income; and implementing a rural homestead registration system and strict homestead approval.
