摘要
实现军地一体化应急物流管理,可以促进军事应急物流与地方应急物流的有机结合,提高应急事件的处理能力。建立强有力的系统协调组织机构,是应急事件得到有效处理的关键。分析基于C^4ISR系统架构军地一体化应急指挥系统的合理性,并在充分考虑军地一体化应急物流管理实际情况的基础上,提出基于C^4ISR的军地一体化应急指挥系统架构。
Military-civilian integrated emergency logistics management can promote the combination of military emergency logistics with civilian emergency logistics, and improve the capability in processing the emergency events, the key of which is to establish a systemetic coordination organization. The paper analyzes the rationality of building a military-civilian integrated emergency command system based on C^4ISR, and proposes the C^4ISR-based military-civilian integrated emergency command system architecture after taking full account of the actual situation of military-civilian integrated emergency logistics management.
